Like the Vatican in Rome, Disney World (aka the official name, Reedy Creek Improvement District), is basically a sovereign state. The 300 acres of land Walt purchased is detached from the rest of Florida. Disney World is exempt from State inspections and Democratic process, power remains in the hands of the board, and Disney allies.
